The Medium Taxpayers Office (MTO) has been formed in line with KRA’s Revenue Administration Reforms and Modernization Programme (RARMP) initiative as contained in the Fourth Corporate Plan covering the period 2009/10 to 2011/12.

 This has been done with the aim of extending the concept of taxpayer segmentation after its success with Large Taxpayers’ Office, where the large multinationals are served from and their tax matters are handled by KRA experts. KRA has committed itself to continue implementing the taxpayer segmentation approach to address the unique needs of different groups of taxpayers.

The MTO’s key objective shall be to improve effectiveness of medium taxpayers administration and to minimize compliance costs to both taxpayers and the Kenya Revenue Authority (KRA), through provision of consistent quality services to medium taxpayers.

The MTO commenced its operations on 1st November 2010, and will serve taxpayers whose turnovers shall fall between Kshs. 300 Million and Kshs. 750 Million. It has initially started with a mandate of approximately 580 Taxpayers based in Nairobi, as well as the taxpayers in the Horticultural industry.

To ensure that taxpayer’s matters are adequately addressed, and that contentious issues are resolved, the MTO serves its clients based on four economic sectors. These are:

  • Service Sector
  • Agriculture and Manufacturing
  • Retail and Wholesalers
  • Financial, Insurance, Government and Construction.

 The sector approach to managing taxpayer’s affairs will facilitate effective service delivery through gaining an understanding of the operating environment of the organizations, and will make the Authority more responsive to the firm and industry concerns.

 The objectives of the MTO are:

  • To enhance high voluntary tax compliance
  • To ensure better service delivery through taxpayer segmentation based on the taxpayers industry
  • To entrench relationship management that caters for taxpayers needs on a personal basis.
  • To ensure professionalism and integrity of tax administration
  • To carry out focused quality audits based on an objective risk profiling framework.
  • To foster close working relationship with taxpayers through industry association and Tax professionals.
